Senator Stewart Cathey addressed the Union Parish Police Jury regarding upcoming funding opportunities and changes to the tax code. He began by expressing his gratitude to the jurors for allowing him to speak.
“This is the time of year I want to come to you concerning extra funding we may have to help with expenses or needs you may have,” stated Senator Cathey. “We have found funding in the past for you to use with things such as courthouse repairs, bridge and road repairs, and more.”
He also discussed missed opportunities for water system upgrades. “It has been disheartening to hear about the water systems missing out on millions of dollars for upgrades. Several of our water systems could use the funding but would not work with their neighboring systems to apply for these Water Sector. “The Downsville Water System was the one that missed out on funding due to refusing to work with their neighboring water systems.”
Senator Cathey took the opportunity to clarify misinformation circulating on social media regarding taxes. “We had a special session back in November dealing with issues surrounding the Louisiana Tax Code,” he explained. “Every single person in the state has had their state income tax rates cut by about 30%. We increased the standard deduction individuals from $4500 to $12,500 per person, so a family will pay no income taxes on their first $25,000 in income. Senior adults will also see relief as the retirement income exemption was increased so that a Senior Adult couple will pay ZERO state income tax on their first $74,000 in income. Everyone will see a decrease in your state income taxes this year.”
“Currently there is no state sales tax on groceries or prescription drugs, and that remains in effect. So no one should expect to see their trips to the grocery store or drug store increase in price due to state taxes.”
“Additionally, Louisiana’s state sales taxes remain lower than our neighboring states—Arkansas is at 6%, Texas at 6%, and Mississippi at 7%—while local sales taxes are determined by individual towns. Unlike all of our neighboring states, Louisiana residents do not pay property taxes on vehicles, boats, or similar items also contributing to a lower effective tax rate.”
“Along with the personal tax reform we also made some much needed repairs to the corporate tax code as well. We eliminated the state franchise tax, reduced the corporate income tax rate from 7% to 5.5%, and maintained the inventory tax credit. For example, a car dealership will receive a 100% rebate of up to $500,000 of property taxes paid for inventory in the form of the inventory tax credit. When you look at the bigger picture, you can see how fair Louisiana’s tax structure is.”
Senator Cathey also expressed optimism about the state’s progress. “We have had a wonderful first year with our new governor, and we look forward to continuing the positive momentum. There are many issues to address in the months ahead, but I feel good about the direction we are heading. Our goal is to secure additional funding for the parishes we represent and provide support where it is most needed.”
Glenn Hutto, President of the Police Jury, thanked Senator Cathey for addressing the misinformation and for his contributions to the parish.
Nathan Pilgreen, Juror for District 2, also expressed gratitude for the funding received, which allowed the jury to purchase much-needed equipment. He emphasized how the equipment has been effectively utilized since its arrival.
Curtis Moses, Juror for District __ also thanked Senator Cathey for the funding he provided to add new air conditioners to the Betty Street Community Center, highlighting his support for all areas of Union Parish.
In closing, Senator Cathey reiterated his commitment to supporting local parishes: “We understand which parishes truly need the extra funding, and we work hard to secure it for them.”
